The primary point of my previous intervention: Stephen Dias, esp as a resident of Dona Paula, has the right to state his case as it affects him personally; others also have a right to make their case. With regards to How 'Gorrments' generally spend public funds, I submit that it depends on (a) the purpose for which the (tax) funds were collected (b) the needs of the populace and (c) the priorities of the govt. Additionally, it could be asked : (a) if IFFI and like functions are best self-funded by independent entities or if they are best managed by Govts? (b) what we think of "facelifts' which need annual updates? (c) if host-residents have a right to expression of their views of what happens in their backyards? best jc
