Well, the ocaml distribution contains it, but it does not install it when you type "make install". That's the reason why the file is not put into the GODI tree. Also, there is the difficulty how to make it convenient for the user to activate it. I don't have enough knowledge about emacs deployments out there (e.g. how to handle the case that there may be several emacs/xemacs versions installed at the same time, etc. which is quite common, or which emacs features can be assumed to be standard across versions, and other things).
