You have an extra pipe character (which is reserving a spot on the axis). chxl=0:|2000|2001|2002|2003|2004|2005|2006|2007|2008|2009|2010|2:|0|0| 0|0|0|0|1|33|0|0|0|
You need the separator between "2010" and "2:"; you do not want the extra one at the end of the entire parameter string.
