Kisll, Safari, and other browsers may allow text areas to be resized outside of the control of the web application.
It's generally a good idea to allow your application to be flexible. Different browsers/platforms/operating systems and environments (fonts, etc.), zoom may cause slightly different sizes of elements on the page.
