Does /usr/local/gt4.2.1/bin/ssh.d/ssh-keygen exist?

hello all, I installed GT4.2.1 in ubuntu, using the latest gt4.2.1
binary installer(gt4.2.1-x86_deb_4.0-installer.tar.gz).
everything was smooth, until the end of make-install step:

gsi_openssh_setup-noflavor-pgm

what happened
anyone encountered this problem? how to fix it?
