That the issue of the draconian Town & Country Planning ordinance, has grave consequences for Goa and Goans was highlighted by the fact that Mr Manohar Parrikar now Leader of the Opposition expressed his party's full support to the revocation of the ordinance and revoking all decisions taken since 29th September, 2005 to 10th November, 2005.
The decision assumes significance in many ways a) for the first time perhaps a member of the ruling party and a Deputy Speaker at that is compelled to come on the streets to object what her own party has ordained. b) for the first time perhaps the LOO and a member of the ruling party are making common cause over a issue brought about by the major partner of the coalition Government viz; the other parties the NCP and the MGP have just two and one member The presence of the LOO at a well attended public meet at Calangute has unnerved the ruling INC and CM Pratapsing Rane had to abort the meeting held yesterday when he had a teletalk with Ms Victoria Fernandes requesting her to rush immediately to Panaji for a briefing. Ms Victoria Fernandes who displayed her rebellious inside firmly maintained that the agitation would continue on 21st November, 2005 until the ordinance was withdrawn. Meanwhile in a patch up a meeting was likely to be convened by the CM alongwith Ms Fernandes and the TCP Minister Mr Babush Monseratte to sort out issues as Mr Rane claimed he has not applied his mind to the issue in toto. There is a clear move to offset the planned morcha of 21st November 2005 at 2.30 from Pato Bridge Panaji by making last minute compromises, and confusing the supporters, but this evening addressing a special press conference at Hotel Manvin Ms Victoria Fernandes, NGOs and other sarpanches village representatives of the revenue villages covered under the Planning areas of Vasco da Gama Panaji and Mapusa (Margao and Ponda PDA is restricted to Municipal areas only) assured the media that they would not change the plan of action. As regards the IFFI Ms Victoria and other NGOs made it clear that we are in favour of IFFI and there is no plan to DISRUPT the same as is reported however only after the 21st November,2005 morcha the next plan of action will be decided in consultations with supporting groups. Therefore there is no cause to fear of any untoward incidents that could mar the reputation of Goa and Goans but the Government too should understand the feelings of Goans as the IFFI is a short term entertainment but the fall outs of the draconian ordinance and especially section 33(1) which empowers the TCP Minister and the TCP Board to change land use in even NON PLANNING AREAS i.e. areas not included in the PDAs will give the sanction to make Goa a concrete jungle and affect the demographic composition of Goa. As it is with the KRC " corridor " there is a large scale migration of non Goans from North and South India and with admissions to schools easily available for all and sundry, building illegal structures in Goa has the full support of all the elected representatives ( they constitute a fixed and guaranteed vote bank ) and the Goan nature of being gullible and imbibing high spirits as a routine the non Goans have deeply entrenched into our State aad threaten to grow stronger day by day. Meanwhile there is resentment among the two ruling pary MPs of the Rajya Sabha and Lok Sabha as both of them did not get a berth in the reallocation of portfolios. But one change which has mattered for Goans and IFFI is that Dr Jaipal Reddy Union Information & Broadcasting Minister has been shifted to a less significant Urban Development Ministry and Culuture. The new incumbent is Mr Priya Ranjan Das Munshi MP from West Bengal and probably he will do the honours at the 36th IFFI festival. It may be recalled that it was Dr Reddy who had praised the Parrikar Government for the successful organisation of IFFI and making Goa a permanent venue. It is not known now whether the IFFI will be shifted to West Bengal as has been the demand from that state, now that Das Munshi is in the hot seat.
