Using the MCCR System Definition Menu [IB SYSTEM DEFINITION MENU] have you selected the Enter/Edit Automated Billing Parameters option [IB AUTO BILLER PARAMS] and set AUTOMATE BILLING to "YES"? (There may be a bunch of other parameters that you'll have to establish as well!)
