I don't know about joe, but you can tell vim to prohibit shell escapes.  Either 
call it as rvim or call it with the -Z flag.  Check the man page for details or 
check the online documentation 
(http://vimdoc.sourceforge.net/htmldoc/starting.html).

Good question, though.  An important part of security is dreaming up questions 
that may not have been asked before.

The joe editor (and I believe the vim editor as well)
allow a user to shell out to a command line.

This might pose a security risk.
