I don't get it. The tiny library should be somewhere books are not readily available. I think the director may be implementing this service just because it is "trendy", i.e., getting a lot of publicity. I don't think this is a benefit for the library. If you are hesitant to approach him just let it play out. If it survives or not he will get the credit.
