The book doesn't ring a bell, but the term "architect" made me think of
Rabbi Michael Hattin, who is an architect-turned-rabbi.  He has written his
own commentary, and the anthology you remember might have taken one of his
chapters. When he talks about the mishkan and other biblical construction
projects, his architectural knowledge is prominent. You might google under
his name.
