I think that's an awesome idea. There was a discussion going on regarding permanent hexayurt construction a little while ago which spawned this placeholder page: http://www.appropedia.org/Permanent_Hexayurt_Construction. As people construct more permanent hexayurts we should collect the experiences and techniques there.
Regarding underground construction, I would think that ferrocement would be a great option. You'd definitely want to make sure it's completely waterproofed on the outside before burying it.
