Thailand has ordered a third re-run of voting for its
              senate and disqualified 12 winners because of
              corruption in the last polls.

              The election commission - which reached its decision
              after a 10-hour meeting - set 4 June as the new date
              for voting.

              "We are getting there. We are closer. We are doing
              our best to enforce our power and authority to rid the
              election of fraud," said election commissioner Gothorn
              Arya.

              The commission said four of the disqualified winners
              would be banned from contesting in the June polls
              because they had cheated twice, under a new ruling.

              spokeswoman Saowalak
              Banjongjit said the
              "authorities have clear
              evidence" that corruption
              among provincial officials
              had affected results in the
              29 April polls.

              She added the
              commission would push to
              remove the officials
              involved.

              In the first round of the senate polls on 4 March, 78 of
              200 senators-elect were disqualified for vote-buying.

              In this latest round, the worst cheating took place in
              the north-east, where in one province alone, three
              victors broke the law.

              However, in Bangkok - where there had been many
              allegations of fraud - winners were found to have
              abided by regulations after a lengthy review.

              Anti-corruption drive

              The polls for the 200 senators - who make up the
              upper house of parliament - were introduced following
              the 1997 constitution designed to end corruption.

              The commission's strong stance on cheating has been
              widely supported, lauded by the press and analysts as
              a crucial step towards cleaning up politics.

              For years, Thai politics was marred by flagrant
              vote-buying.


              The senate poll was also
              supposed to set the tone
              for honesty in the general
              elections later this year.

              According to an editorial in
              The Nation newspaper,
              many Thais want to
              continue with re-runs until
              there are no major
              allegations of fraud.

              But some observers warn
              the turnout for the third poll
              could be very low.

              Turnout in the April polls was under 50% - a drop from
              the first round of voting, where turnout stood at 72%.

              Correspondents say there is rising apathy among
              voters, which could also lead to falling interest in the
              general elections later this year.

              By law, the senate cannot convene until all 200
              senators are confirmed by the commission.

              Eventually, the new senate will wield powers to
              examine legislation and impeach individual members
              of parliament, ministers or the government.
