MM Highlight: Nightspots OK?

THE night scene in Ampang Jaya has become vibrant and throbbing over the
past few years although the local authority has been indecisive over the
matter of licensing nightspots.

Ampang Jaya Municipal Council president Ahmad Kabit is renewing efforts to
legalise pubs and discos in the district.

This was something his predecessor, Mohamed Nik, tried to do but had to
abort when some politicians and non-governmental organisations made a hue
and cry at the time.

Ahmad Kabit said it is better to license and regulate the nightspots as even
without permits, some operators do so boldly despite enforcement action.

The number of nightspots in Ampang Jaya is now estimated at 61, an increase
of about 40 per cent from the 44 outlets quoted in a council meeting in
1998.

This does not include karaoke lounges mushrooming in the district.

Ahmad said by legalising the nightspots, it is easier to ensure they do not
flout the rules.

"We must realise we are living in a multi-racial society and it is better
for such businesses to operate legally," he said.

Indeed, a pub owner questioned the council's rationale in rejecting
applications for licences.

He said that while operating illegally under the eyes of MPAJ, the Hulu
Langat Land Office was issuing liquor licences to them.

"Many of us are running a decent business. We provide drinks and some
entertainment, that's all," said another pub operator.

He said many patrons consumed soft drinks and that generally the patrons
behaved themselves.

With a good and clean track record, he said, he should not be penalised for
what some 'bad apple' operators might have done.

MPAJ public relations officer Norhayati Ahmad said most of the illegal pubs
and discos are operating in Pandan Triangle.

A few of them are in Bandar Baru Ampang and operating from shophouses in
housing estates.

Norhayati said when these operators apply for premise licences, they would
use the names of their companies.

MPAJ regularly conducts checks and this year, four operators were taken to
court for various offences, including operating round-the-clock and allowing
underaged youths to patronise their outlets.
