Malaysian police break up opposition rally with teargas 

KUALA LUMPUR, Feb 15 (AFP) - Malaysian police used water cannon and teargas
to break up an opposition rally in Prime Minister Mahathir Mohamad's
constituency in the northern state of Kedah, a party leader said Thursday.

Ezam Mohamad Noor, youth chief of the National Justice Party (Keadilan),
said some 10,000 people attended the rally in the Kubang Pasu constituency
late Wednesday. 
Newspapers estimated the crowd at around 5,000. 
Ezam said police, who had twice previously ordered the crowd to disperse,
fired water cannon and about ten rounds of teargas while he was addressing
the crowd. 
"The crowd pelted the police with stones. The police action was
provocative," he added. 
Ezam said one person had to be taken to hospital and the local Keadilan
chief had been arrested. The party is headed by the wife of jailed ex-deputy
premier Anwar Ibrahim. 
"We applied for a (police) permit but it was denied," Ezam told AFP. 
He said Malaysia's human rightscommission had advised them that if a
gathering was held on private land no permit was required in any case. 
Police have wide powers to declare any gathering of more than four people
illegal. 
Ezam said 200 members of Mahathir's ruling United Malays National
Organisation (UMNO) had switched to Keadilan and the rally was held to
celebrate the defections. 
"The police gave the crowd ample warnings to disperse but they did not do so
and the speakers continued with their speeches," The New Straits Times
quoted state police chief Hairuddin Mohamad as saying. 
"Therefore the FRU (riot police unit) was forced to move in. 
The police chief said no arrests were made but organisers would be called in
for questioning. 
The opposition rally was one of the largest since a gathering last November
5 which was broken up by riot police using batons, teargas and water cannon.
The human rights commission is holding an inquiry into allegations of police
brutality at that protest. 
Several smaller rallies have been held since November. Police allowed them
to go ahead even without a permit.
