I don't know if this is relevant or not, but i messed around with the vgui::HTML element a while ago and had it working on vgui_screens, and the scrollbars worked fine. vgui_screens obviously won't work anymore cause the vgui::inputinternal is busted, but perhaps there's a way to fix them scrollbars in a regular vgui panel?
