[hlds] tc_hydro on server quickplay

Why is tc_hydro not listed on the Valve maps that Quickplay accepts (AKA 
the map whitelist)? It seems like a relatively normal gamemode. 
sd_doomsday and cp_standin_final are allowed, I don't see why tc_hydro 
shouldn't be.
