Go to /home/user/.steam (under your server username homedir there is a dir called dot steam) and remove ClientRegistry.blob - then try again. That should fix it.

Does your server update the OP by itself ?
if you running an outdated OP and still let yum or apt-get update - that is bad ..

The server has been updated to the last version. I tried adding -verify_all, it didn't help. Deleted steam.inf, installrecord.blob - nothing.
