Are you using "map" after the server has already started?  We currently have 
some issues with that.  It is supposed to shutdown and restart the server, but 
it doesn't quite work right.

I'm considering just making the map command do a changelevel instead, when used 
a second time.  (Along with a diagnostic message, of course.)

I believe the assert is spurrious.  I'm actually looking into that right now.

Pretty sure that it doesn't mean it's leaking file descriptors.

Looks like the server is leaking file descriptors. What distro do you use?
What kernel?

After stoping the tf2 instance, what is the output of:
$ netstat -anp | grep 27040
