I used to have Q6600 for 32 slot TF2 servers and i had to upgrade to Q9550 - 5 years ago. About after the time that goldrush update came to TF2. Now that can barely run 24 slots per instance. This was on Linux. Naturally after all the updates, cpu usage has went up.

But i'd agree that i5 3550 may be enough for 32 slots.
