Delta E is how far the colour deviates from the expected colour.

My standard procedure in these cases:

Check other media, if they work, its the paper that can't be profiled.

Clean the encoder strip, sometimes its so dirty the carriage will position 
itself incorrectly, clean it also near the service station.

Clean the encoder strip, seriously, clean it.

Perform a nozzle test, check for Printheads that aren't working correctly, 
mmore than 30 nozzles out can screw with the system.

Also, check the cyan and yellow channels for a massive colour deviation, 
occasionaly happens, dunno why, compare yellow and Cyan with older targets if 
possible.

Clean the colour meter, its a little box about 5x10 cm on the side of the 
carriage, sometimes its dirty (ink aerosol etc..), requires a service manual to 
get out, google is your friend.

Finally, replace defective printheads, replace colour meter.

If that doesn't fix it, you want HP to take over now, as by now you are looking 
at a serious repair.
