I use emacs as an editor, which makes ChangeLog entries quite easy. If
you're in a particular file, type "add-change-log-entry" (tab completion
works nicely, as does binding it to a key) and make sure it's picking the
right ChangeLog file.

It'll do most of the formatting for you.

Otherwise, cut-and-paste works OK too. ;-)
