  There is an outstanding issue whereby upon user addition to a project
  or new project creation, the user is not given permission to CVS, shell
  and possibly the Compile Farm after they have opted in for access. We
  are currently investigating the cause of the issue. Support Requests:

Might that be the issue that's dogging some mirror sites?  If not, does
anyone else have any other ideas of where to look up known SF problems?
(Or is this a new and as yet unreported problem?)
