Well spotted.  That shows the cause of the bug -- it's just in the 
test script, not ht://Dig itself.  Before I can fix it, I'll have to 
get the tests working with Apache2 (or install an old version).  The 
problem is that that particular dig is tesing both  url_rewrite_rules  
and  case_sensitive.  I'll have to separate those two tests.
