Use BIG region, like 256M. Make sure your exits allow you to really get it.
If you STEPLIB, make sure the HFS/ZFS parts are at the same SMP/E level, it won't run out of MIGLIB with mixed levels, but everything else I trided WILL run out of MIGLIB as before. Add a SYSPRINT DD and look for additional errors there.
