use sftp or scp.(both require openssh to be installed) (if you want to
connect from a Windows machine use wiscp on your windows box)

Red hat 9 uses vsftp as its default ftp server, and like any good ftp server
vsftp prevents the root user from logging in (since in ftp passwords are
sent as clear text)
If you really need to allow root logins in your ftp server edit the
/etc/vsftp.users, and comment the line that reads root
