Remove encryption from the PDF: http://blog.sandipb.net/2009/01/10/removing-encryption-from-legitimate-pdf-files-on-ubuntu/ then proceed as any other pdf. AFAIK, a PDF is like a graphic image. It is typically not structured data that can be converted to a spreadsheet.
