Heimdal is a software (IIRC, GPL'ed), which will write ROMs and other goodies to the phone. Manufacturers, as usual, provide only non-free s/w for such tasks. For example, Samsung provides a non-free s/w which runs only on non-free oses called ODIN. Heimdal is a replacement for ODIN - and runs on both free and non-free OSes.
