vss2cvs.pl does this my running a post-processor directly on the RCS files. Sounds wild but it works !
If you're clever enough you can use the same one. http://www.laine.org:8080/cvs/vss2cvs I think the laine.org domain name expired. You might be able to track it down, if not, give me a holler and I'll see if I can find it in my junk.
