--disalbe-gconf Determines whether to use the GConf support

There is a new configure switch --disable-gconf. This had previously
been lumped together with --disable-gnome-vfs, but there are platforms
(like Solaris SPARC 64-bit) that have a suitable gconf-2 library (and
thus OOo's gconfbe1.uno library is useable) but not a suitable
gnomevfs-2 library (and thus OOo's ucpgvfs1.uno libarary is not useable).
