every bugzilla instance I've seen is obnoxious, ugly, too many
options, etc. It's also written in that old, archaic language that PHP
replaced.

Ask the question: what is the current bug system not meeting?

probably needs a couple tweaks is all. I bet it's written in PHP, too.
