Don, I appreciate your initiative. I have a few comments. If it is VISA's 3D that is the topic, I think VISA should host these lists and provide support as well.
But, if the scope includes competing and alternative proposals trying to solve the now close to "eternal" question on how to achieve secure credit-card payments on the net, I believe a non-VISA list is the way to go.
