Yes, a large portion of "Identity Theft" (a term not defined by the FTC) could be correctly classified as bank fraud.

As one who worked on the fraud problem for many years at a bank and with industry groups working on cooperative solutions, your statements show little understanding of the effort banks put into reducing fraud.

The remainder of the argument that banks are ignoring the problem to maintain control of the settlement system is absurd.
