Hi, It used to be possible in some kind of way on WP7. Not sure what happened and how will it work on WP8 or later. You can try look at this article: http://msdn.microsoft.com/en-us/magazine/ff960707.aspx (bare in mind it was written more than 3 years ago, so I'm sure it wouldn't work as is).
There is the Iron7 app for WP ( http://www.windowsphone.com/en-us/store/app/ruby-iron7-free/8a866ec2-461b-e011-9264-00237de2db9e) which lets you write ruby scripts on the phone via IronRuby.
