Summary: Clicking outside of dialog cancels edit

Default behavior of dialog is to support closing when the user clicks off.
Incidental clicks could result in the loss of unsaved changes. We should
consider
* Always preventing closing
* Only prevent closing for Edit dialogs
* Only prevent closing when dialogs contain a dirty form
