oooforum closed the issue because OpenOffice does not know the language it
should use to check. Which might cause the Issue you experience. So it can not
conduct any spell check. So AOO is working as expected. We try to keep user
user request away from our developer Bug tracking system. so he closed the
issue.

However if this is a first install, it is strange why the Language setting is
not set. Maybe we need to tweak the install routine?
Also maybe instead of just go dysfunctional, AOO should maybe inform the user
that spell checking is not working because AOO does not know what Language to
use?

@Paul - can you please check your default install checking if this resolves the
issue for you?

If so we need to investigate how it can be that a default setting is unset.
IMHO this should not happen.
