It's not too clear what you mean here.

If you type "=TRUE" into a cell, then yes you get a "1".

You can also type "=TRUE()" to get "TRUE", or format the "=TRUE" as "Boolean
Value" so that it shows as "TRUE" instead of "1".

Is this bug about formatting "=TRUE" as a "Boolean Value" by default?
