It is the intended behavior. The clicking of Tab does not set a (block) indentation, it just moves the cursor. This is an exact mimicking of how tabs worked on (electro-)mechanical typewriters. If you want a block indentation, use the block-to-the right icon in the formatting toolbar at the top of your document windows (usually the third row below the title line. It has a tool tip that says increase indent. It will stay in effect until you decrease the indent. If you want something as a paragraph style, use the style provisions to create that kind of paragraph and you can specify it whenever you want. Finally, Enter in OpenOffice Writer starts a new paragraph. If you want to force a line break within a paragraph, rather than starting a new paragraph, use Shift-Enter. The reason for that is you do not need to use Enter to cause line wrapping as you type.
