### Purpose Testcontainers 1.19.1 uses Docker API 1.32, which recent Docker Engines reject before container-backed tests can start. Upgrade to 1.21.4, which uses API 1.44 by default, and align the CDC MongoDB module with the root Testcontainers version so Maven does not select the old core transitively. The current `ubuntu-latest` CI image lists Docker 28.0.4; Docker 28.0 supports API 1.24–1.48, including 1.44. This change therefore keeps the selected API within that runner's supported range. See #10529 and [FLINK-38809](https://issues.apache.org/jira/browse/FLINK-38809). Closes #10529. ### Tests - `PostgresqlCatalogTest`: 2 passed with Docker Engine 29.6.1; the same test failed during Docker initialization with 1.19.1. - `mvn -Pflink1 -pl paimon-flink/paimon-flink-cdc -am -DskipTests test-compile`: passed. - CDC dependency tree: Testcontainers core and MongoDB module both resolve to 1.21.4.
