It is perfectly possible NOT to embed the Turkish characters,
AND see them rendered correctly in Adobe Reader.
If you expect an answer, you will have to give us some more information
about what is happening. For now, all we can tell is that you are 
experiencing
something that is impossible: 'embedded characters that are visible in a 
specific
version of Adobe Reader on one machine and not visible in the SAME Adobe
Reader version on another machine'.
Of course, when I say that your problem is 'impossible', I have made the
assumption that you are talking about Adobe Reader, that you are not using
functionality that is for instance only visible in a recent version of 
Adobe Reader,
but not in older versions.
