So certain TTF fonts, when processed by FOP, will end up unsearchable due to improper encoding. interesting.
Other than Paulo's OCR suggestion (or switching from FOP to something else), I can only think of two options.
1) Change the font that you use in the XML/XSL:FO2) Use PDF Enhancer (http://www.apago.com) to restore searchability.
