Without seeing the PDF, I think this is what happens:
Scribus creates appearances for the checkboxes very
much as is done on page 479-480, using the PDF syntax
decribed in chapters 10 and 11.

The appearance for an unchecked doesn't contain any
glyphs, so there's no problem with it. But for the
appearance of a checked checkbox, you are using a
character from a font. The appearance stream has
a BT-ET sequence and inside a font is set and used.
As soon as you have a content stream like this, the
PDF stream dictionary needs to have a reference to
the font in its Resources dictionary. Otherwise you
risk an error as shown in figure 18.2 of the book
(that's exactly the error you wrote about).

To make a long story short: there is probably a bug
in Scribus when it comes to creating appearances
for checkboxes that contain inside.

In other words: this is a question for the Scribus
mailing list.
