Suppose you create the PDF from scratch, and then somebody changes his mind about the layout (I work for the government, and there's ALWAYS somebody who wants a small change). In that case, you need to hire a programmer to change the software. However, if you use a PDF form, and you use iText to fill out that form, then you don't need to adapt the software if you want to change the layout. It's sufficient to change the form (as long as you use the same field names). From experience, I know that changing the form costs less than changing the software.
