As Leonard already said, PDF/A is not about unmodifiability.

But if your intention is to allow users to at least be able to easily go
back the document as it was before signing, you should consider signing in
append mode (have a look at all the PdfStamper.createSignature overloads).
If you do, your users can go back to the very original revision.
