Yes, that's the general idea.

The idea being
that not everybody has, or wants to have, access to the Internet (or even an
intranet).

In the past (almost 10 years ago), we did some experiments with
special devices the size of an A4. They were used by energy companies.
The people on the field used these devices to check water, gas and
electricity conducts (compare the maps with the actual situation).
I never knew what become of that project because I left the company
that was working on it. I think PDF could be the ideal format for such
a device. You could use it everywhere, also in places where you don't
have access to the internet.

I understand that this is complete heresy but our state Emergency
Services agencies have shown considerable interest.

I'm working with iTextSharp (I just never "got it" with Java) but your wish
may come true soon - not built-in but as an extension.
Let me know when this extension is available!
