That is a typical problem. You aren't supposed
to extract text from a PDF; read the PDF Reference
and you'll understand why it's very hard to achieve
what your employer has asked you to do.

Try an OCR tool or PdfLib's TET.
I don't think you'll find a free tool that can
do it the way you want it.
