Wrong again. There's no such thing as an "editable PDF". I'm assuming 
you mean to tell us that you've created a PDF containing an interactive 
form (probably the AcroForm flavor).

That's correct. Saving a form that is filled out locally requires a 
Reader Enabled form. Reader Enabling can only be done using Adobe software.

Or rephrase the question in a more intelligent way.
Maybe you're trying to fill out the form programmatically using iText.
That's easy and there are plenty of examples on how to do that.
