In the mean time I found out that if I add the following statement form.setFieldProperty(pdfFeldName, "flags", 0, null); after the put operation targetDict.put(PdfName.F, new PdfString( http://iop25.abv.at:58080/FormGenerator/TestServlet2)); then the action url is persisted.
