saa717x is even not in 2.6.21-rc5. And if it was in the kernel, there wouldn`t
be a need to put it in ivtv-1.0.0 which is for recent kernels only.
Don`t mix it up with saa7115, saa7127. But be aware: every media module, which
is part of the official kernel, must also be part of the v4l-dvb hg. (This is
the case for saa7115, saa7127 and others.) Otherwise it would result in
unresolved symbols when mixing kernel modules with newer v4l-dvb hg modules.

The site does not mention saa717x
