That "effect" caused by incorrect vertical scaling. I posted such problem earlier.
Horizontal scaling work fine, but not vertical. Driver set hor. and vert. size
in DECODER_SET_SIZE, and even vertical size doesn't changed (for example,
scaling from 720x480 -> 480x480), vert. size sets anyway (probably with wrong
value). By commenting out SET_VSIZE I got horiz. scaling works.

Having the same problem here, which I wrote up on the knoppmyth forum
(i'll refrain from reposting the whole thing here):

My solution was to add rmmod ivtv;modprobe ivtv to the end of my
set_ivtv_params script which is run before mythbackend starts.

For some reason, that stopped the flawed resizing to occur when
switching tuners.
