Hi anitha, 1. the purpose of the website, 2.what you want to achieve using the website and 3.how static(as in constant, unchanging ) or dynamic you want your website to be It is these three things that finally decide whether or not you should use a particular technology OR programming language to create a website. And not the other way round.
It is absolutely not necessary to use JSP or SERVLET or any such server side programming language to create a website. A website can easily be created with just HTML and css.
